At the height of the global financial crisis, local authorities of the City of St. Gallen have decided to distribute shopping coupons. Coupons worth 50 Swiss Francs were distributed per head of population. These coupons could be redeemed in practically all local shops and enterprises within half a year. Despite some negative headlines from the local media, those responsible for this action anticipated, that a positive example could be set to contribute to the stabilization of consumer demand. Even though the effects of this action couldn’t be measured, the local authorities were and are convinced, that this approach was very efficient. Furthermore, with this line of action, certain questions concerning money and its function as well as possibilities of economic-political measures could be addressed on a local level. It is safe to assume that an extensive scientific and political debate of the current defects of the monetary system and the creation of money would bring a more stable economic future.
